Due to a vulnerability detected in the online visa application system, the SNM has temporarily disabled the online application process for Cuban tourists. As a result, Cubans interested in applying for tourist visas must now do so in person at the Migration office in Panama. The website is currently under review and will not be available for visa applications until further notice.

So, what are the new requirements for Cuban tourists traveling to Panama? According to the SNM, applicants must provide a power of attorney to a qualified lawyer, duly apostilled, as the visa can only be submitted through a legal representative. The power of attorney must explicitly state the reasons for applying for the visa and include a copy of the passport, ID card, and the lawyer’s credentials. Additionally, applicants must provide an email address to receive the visa response.

Furthermore, the requirement for a transit visa for Cubans at Tocumen Airport remains in place. This means that Cuban citizens traveling to a third country with a layover in Panama will need a transit visa, limiting their stay in the international transit area of the airport to a maximum of 24 hours.
